Why I cannot create an invoice if it is a business account?

I want to start a business but Paypal does not let me create an invoice. when I click Create Invoice after that it just says in red letters:

Your Account May Only Be Used to Send Money

As a PayPal Send Only account holder, you are not permitted to receive funds from other PayPal account holders.

How can I fix this? Please Help me

Thank you for contacting community.

I see you would like to create a business account in order to receive money and send out invoices, but are unable to do so. As you know, PayPal accounts are country specific and the features may differ from one country you another. I believe business accounts are not available for your region and hence you're getting option only to send money. Hence, I am afraid you will only be able to send out payments and won't be able to receive money on the account.
