Why I can't transfer my fund to my friend.

I am having a great trouble to send my money. Why I can't send my money to my friends. I have tried with mail & qr code. Still cant send. What is the reason.....???

You have a paypal account registered in Cyprus so can you confirm you do live in Cyprus?
