If a buyer issues a refund request and there are no funds in the sellers Paypal account, does Paypal withdraw money from the registered bank account of the seller?
If you mean you raised a dispute > escalated to a claim and won then if the seller refused to pay a refund paypal would refund you under their buyer protection policy. They may then put the sellers paypal account into negative until he paid them back again. They can't take funds from another persons bank account without prior authorisation of the payment from the seller.
