Website Payments not returning contact phone number even after setting it as mandatory

Hi people, hope someone can help.

 

Due to requirement of our post office the phone number is mandatory to ship packages. Therefore under the "website payment preferences"

I set the "contact phone number" as “on (required field)"---however I am still not receiving any phone numbers. This is causing a lot of trouble for my business.  

 

What may have went wrong?
