Unable to refund due to insufficient balance. How to add balance to my paypal account?

I received a payment from an unknown sender. Phone number not available in the transaction. I emailed the sender and no response received. I need to refund this. But unable to refund due to insufficient balance. How to add balance to my paypal account? (Insufficient balance because the transaction has already been settled to my bank account).

Pls suggest.

You should be able to refund directly from your linked bank account.

However as it was not your error why should you pay the fee as that fee is not returned as part of any refund made.

So best do a part refund minus the fee element and leave a note for the sending stating why.
