Unable to refund - This Transaction type not allowed for Refund

When I try to refund a transaction, I get this error message. "This Transaction type not allowed for Refund, please contact PayPal customer support for further details".

Can you please explain why this error happens OR what are the transaction types that are not allowed for a refund.

I could not find any documentation related to non-refundable transactions in PayPal.

Are you the seller trying to issue a refund OR the buyer trying to open a dispute???

@kernowlass I am the seller. This refund is for a returned item. Other refunds go without any issue, but this one is causing an error.

Are there any transaction types that are not allowed for a refund?

I'm confused, you have a Sri Lankan paypal account and in Sri Lanka you don't have the option to receive paypal payments.

So how are you able to receive funds to refund?

Are you talking about Venmo or xoom payments?
