Unable to complete a transaction with a specific merchant

Hi, when I'm trying to complete a purchase from one merchant I keep geeting the same message "Were sorry things don't seem to be working at the min".
I've spoken with the merchant and they say I need to speak to PP however everything appears automated and geared towards reporting issues which require a refund etc.
Could anyone suggest the best way to either resolve or report this problem?
