Unable to access funds in my PayPal account

Hi please assist 

I received money from a family member (I don't normally receive money) and since then I am unable to access or transfer the funds in my PayPal account (5 days now)
Any ideas why this is happening and how I can resolve it?
The Customer Care number allocated to Kenya does not work at all. ([Removed. Phone #s not permitted]

Please, any help would be appreciated

There are the added options only in Kenya of using the services of M-PESA or Equity Bank to transfer funds out of a PayPal account. If unable to get those to work, customer service assistance would be needed.
