URGENT: Inquiry about receiving money - Lifesaving case for my dad

My dad is in coma and I am receiving a transfer so I can pay to the hospital

1) Paypal says I have to accept the transfer. what happens to the money if I decline them?

2) If I accept them, how long will it take to be deposited in my linked bank account?

3) how much does paypal charge? They charged 5% approx. Isn't this too much?

Once you accept the money received in your PayPal account, the funds will be available in your PayPal balance. You can withdraw the money to your linked card or bank account which usually takes 1-5 Business days to reach your bank system but may take longer depending on your banks processing time. There are no fees to receive money from friends or family within your country. However, if you receive money for goods or services, there will be a fee for each transaction and also if you receive a payment from someone in another country. You can find the details about the fees here. 

@Jesstag You can transfer your PayPal balance to your linked card or bank account. You can refer thes pages for the steps to withdraw your PayPal to your bank account /card.
