Trying to send payment to US, using funds in paypal account. Keep getting error, unable to send

I have funds in PayPal a/c. Trying to send payment of $70 from UK. Keep getting error message - unable to send at this time, try later

Are the funds in your balance in USD or GBP?

If in GBP then you would need to convert (fees apply).

Paypal only converts if you fund an international payment from a bank or card, if you use a balance you have to convert first.

If it is in USD then have you marked that currency as your primary currency in your Paypal wallet for that transaction?

Funds in my account are in GBP. I was changing to USD at point of sending, it seems to convert there, showing both what it costs me (57 Gbp) and what recipient gets (70 usd).

The other thing here is that I have made similar payments last year with no hitch. Have the rules changed?
