Trying to send money but I get told that there is an issue with my payment method

I am trying to send money to Friends and Family, but I keep getting told my payment method has an issue and I should contact my card issuer. They said that there is no issue with my account and PayPal support also said there shouldn't be a Problem. The Goods and Services Option works fine as well.

I have also already tried using different devices and browsers, as well as removing and re-adding the payment method, so I don't know, what to do.

Does the friend/family member you are trying to send to have a business account?

Only business accounts can't receive f/f payments unfortunately.

No, they do not have a business account, it just takes a few seconds to load and then brings me back to the screen where you choose the payment method and tells me that there is an issue with it, which does not make sense as it still works with goods and services.

Are they in the same country as you and if not which country is it?

Are you 'funding' the f/f payment via a balance in your paypal account and if so which currency is in that balance?

We are both in Germany and I am funding it with my Bank-Card, not my PayPal balance.

ok, no idea then what the issue is if you have 0 limitations.

Have you double checked they haven't got a business account cus that is the only reason it would not go through if nothing wrong with your account.
