I am sorry to know that you're having issues while sending money. Please be informed that sending money can often be blocked or declined if we detect any unusual or suspicious activity. PayPal may decline some payments to help protect you from any possible fraudulent activity. If you've verified that there are no suspicious activity in your account, please try the payment again at a later time. I would also suggest to use VISA cards as it is more compatible PayPal system. If the issue still persists, kindly check the Resolution Center to see if there are any notifications about your account status.
