Is it possible for Paypal to be used to transfer US dollars from a Paypal user in the Democratic Republic of Congo to a PayPal user in the United States? If so, how do I find out the fees? I'm the user on the US side, but all I can find is how to transfer money to DRC. I want to know cost of transferring FROM DRC.

Login to your account, click "Send and Receive" Fill in the users name, Since it is USD to USD, there wont be a conversion fee, and there shouldn't be a transfer fee. PayPal states transfers to bank accounts and PayPal accounts carry no service charge.

Yes they should be able to send you USD as the only funding source in their country is a credit visa card.
However if they are sending goods/services which it would be as they have no friends/family options in their country then you would pay a fee to receive the funds + a cross border fee.
Advice is voluntary.

Thank you for your response and for looking into the particulars associated with this country, the Democratic Republic of Congo (DRC). From your response, can you confirm that the sender, in the DRC, needs to have a visa credit card to be able to send funds using Paypal? Can you point me in the direction of a page on the PayPal website that specifies this kind of information by country or for this country in particular? The DRC is generally a "special case".
And this transaction does not involve sending or receiving goods or services, but reimbursing me for a loan. It is a personal transaction. But from your response, Iunderstand that there would still be some fees regardless? Is there any way for me to find out how much the fees will be? Thank you again for your help.

Thanks for responding back! Yes! As mentioned by @kernowlass PayPal account holders of Democratic Republic of the Congo should have linked financials to send money from their PayPal account. To view the services available in any country, go to the PayPal website, click the flag at the bottom of the page, and then click 'See all countries.' In the drop down menu, select the country to see what services we offer and you can also refer the User Agreement of Democratic Republic of the Congo by clicking 'Legal' at the bottom of the page to know more about payment methods used to send money from the account.
There will be a fees when you receive a payment(friends & family or goods & services payment) from someone in another country. For more information on fees, click Fees at the bottom of any PayPal page.
