Transfer using Card Denied

Hello. 

I am trying to send my money from my PayPal to my Bank of Georgia Card, but it ceeps telling me that at the moment it can't be done.

What is the possible issue? Thank you!

Paypal is country specific so you may have to add Ukrainian card or bank info to your Ukrainian paypal account.

This is the new account, it is not letting me withdraw even on my ukr card. Is it possible that I tried too many times to withdraw money, or I tried to withdraw too soon (like I tried to withdraw after an hour when my PayPal received the money), so now it is blocking me from withdrawing even for my ukrainian card? In this case, how long do I have to wait?
