I made a withdraw for my funds to my USD Bank Account in Dubai , the transaction marked as completed. But didn't get Credited to my Account. Bank needs SWIFT Copy which is the only way to track it, and I am not getting any thing from the support who keeps providing answers not relevant. Like we will initiate a trace after asking about Bank statement to date. They come back saying the Transaction went to the Bank as per out communication with the Bank, The Bank denies that and stated the SWIFT COPY is the only way to track it, and not getting any support for the issue for big transfer amount to my Bank account. Not even able to reach to a manager or call any one to resolve it.

Paypal only allows you to link U.S bank accounts that have been opened in the U.S. This is because they are a U.S company and allow bank accounts from the U.S to be added to other countries paypal accounts for their citizens living abroad.
However Paypal does not support virtual/digital bank accounts like Wise or Payoneer. Whilst you may get lucky and be able to add one it won't work properly and paypal state they are not responsible for any missing funds using a virtual/digital account.
Also you can't withdraw to a USD currency account outside of the U.S.
Advice is voluntary.
Kudos / Solution appreciated.

Thanks for your message and advise. In Fact You can link to accounts other than U.S as long as PayPal is opened at that country as in Dubai, the PayPal account in not the same one, you can Have your PayPal Account in U.S It's not same Account in Dubai. Both have different regulations, but I do get your point because I know what you say applied to U.S.
Second Point Regarding Linking Accounts, I got your point and know what you are talking about But my account is not Virtual Account, it's Bank Account in Dubai, in Fact I have one in AED that I manage to transfer to it using PayPal, then opened another Account in Dollars, when I tried to transfer to that one, using Normal IBAN And Account Number after successful linking it. Transaction was completed from PayPal side but the Funds didn't go to it. Papal still not providing SWIFT COPY The Bank is asking for as a prove of Transfer, Moreover to confirm that's not something strange I once had another Account with HSBC in Dollar and managed to transfer Funds in dollars to it ( only difference I linked the Debit Visa Card which was in Dollars not the Account Directly, This time the Bank is not giving you Visa Card, just allows you to transfer to it or even withdraw Dollars, like any USD Dollars, only difference it has no Visa Card ) But PayPal allows linking to Local Accounts in Dubai now.
What is worse regarding customer service I can't even reach a Manager or Team lead to talk to to Clarify all that and tell them that the Bank just accept SWIFT Copy, though I believe they should be getting that by now.

A U.S bank account is the 'only' bank account that can be linked to international paypal accounts.
Apart from that you can only add a local bank account.
You can't add a USD currency bank account because withdrawals are in local currency UNLESS you have a U.S bank account opened in the U.S.
I am well aware that paypal is country specific however in your country you can add a local bank account + a U.S bank account as long as that bank account was opened in the U.S.
You have a LOCAL bank account and so you can receive USD but you have to withdraw in LOCAL currency.
However if you have a card in USD you 'may' be able to withdraw your funds in USD to that card NOT a bank account.
Advice is voluntary.
Kudos / Solution appreciated.

Hello @tiro
Thanks for posting your question in the PayPal Help Community!
I completely understand your concern about the withdrawal not reflecting in your bank account. A complete status of the withdrawal means PayPal processed your withdrawal request successfully to your bank account and it usually takes 1-5 business days for your withdrawal amount to appear in your bank account depending on the banks processing time.
If there’s a problem with your withdrawal, it may take up to one week for your bank to notify us and send the money back to your PayPal balance. I recommend you to wait till the required time frame. If the money is still not in your bank account after the time frame please contact the team to help you trace the missing withdrawal. You can find the contact options to reach the team here: How do I contact PayPal customer service?
Thanks for your help here @kernowlass!
I hope this information helps, have a great day!
Bindu

I am not surprised about Paypal not helping. I have had problems, not same as yours, but Paypal is not helpful at all when it comes to verifying anything with a bank.
