I sent $25 to a friend with a note "[a name] dinner" and Paypal blocked the transaction. It asked me to input the birthday for the "[a name]“ in the resolution center. I did input some information and PayPal closed the case without allowing me to add more information. PayPal refused to send the money and keeps it "Pending" for more than two months. PayPal customer service is not responding to my emails and the resolution center does not take new inputs. It refused to solve the problem after my multiple complains to the online chat system. The waiting time for the customer service is "hours" so I do not know how to resolve this issue. Can someone help me? Thanks.
