Transfer my funds from my Russian PayPal account to my Finnish PayPal account

I still have some USD funds in my Russian PayPal account that I registered about 5 years ago. I have been living in Finland for several years already and I use my Finnish PayPal account now. Can PayPal transfer my money from one account to another?

PayPal is working closely with governments and partners to enforce all applicable laws and sanctions. Due to the current circumstances, the provision of PayPal services in Russia will be suspended. This means that the services of sending and receiving funds via PayPal between Russia and other countries will be suspended. You will still be able to withdraw funds from Russian PayPal account to a Russian bank account, but you may need to add a new bank account. Currency conversion fees may apply to withdraw foreign currency from Russia PayPal account.
