Transfer money to Slovenian back account

I need to send 3€ to a bank account in Slovenia. How do I do that from my PayPal account? Do they need a PayPal accout or can I do it directly to a bank with a IBAN/SWIFT number? What would the fee be?

Welcome to the PayPal Community! That's a great question! 

From reviewing your Community details, it looks like your PayPal account is registered in the US. You can only withdraw money to a US bank account. You wouldn't have the option to send money directly to a bank in Slovenia.
