Transaction from Armenia

I know that Paypal has some restrictions in Armenia regarding transactions. I would like to know if it refers only to receive money from other countries or it's not possible to send money from Armenia as well?

Unfortunately you don't have the option to receive payments at all into an Armenian paypal account.

You should be able to purchase things funded by a credit visa.
