Transaction does not appear under my account. How can I open a dispute to get a refund?

I have a transaction id and merchant transaction id. The transaction does not appear under my account. Merchant has taken my money and replied they are temporarily out of business due to a death in the family and will not give any estimate on when or if the items will ever ship. I want a refund. I cannot get through the resolution center because the transaction does not appear under my account. How can I get help?

Welcome to the PayPal Community! I understand your concern about getting the refund. If the transaction is not reflected in your PayPal account, then you might have done a guest checkout. If you have the transaction ID, then you can contact us directly from the message center in your PayPal account for further assistance. You can also contact your bank to dispute the transaction.
