Why do I get this message when trying to pay an invoice?

This transaction has been declined to comply with international regulations.

What country is the merchant in?

The company is in China.  The invoice is for a type of camera I purchased through Indegogo. The company is trading as Lanmodo. Website www.lanmodo.com.

It is an invoice for extra freight charges imposed by DHL/UPS/FedEx as my location in Australia is considered remote. I have independently verified this and it is an invoice I was expecting.

This seems to be a frequent occurrence in Australia.
