Transaction declined due to international regulations - Help?

I'm trying to pay for my school fees/course fees in US/ AU (home country Singapore) and I kept getting the same message: To comply with international regulations, this transaction has been declined. Thing is, I can make payment for other things using the same card/bank, to the same areas (US/AU) from the same place (SG) without any issues! Anyone has any idea how to resolve this? Thanks in advance!

I'm sorry to hear a recent payment has been declined due to an International Regulation. Unfortunately, PayPal is normally unable to provide more details as to what regulation is being triggered or why, however, I can say that PayPal is required to comply with local, federal, and international regulations in the countries it operates. This means that if a certain factor about a transaction is prohibited by one of those laws or regulations, PayPal would not be able to process that transaction. Apologies for any inconvenience.
