I'm sure this has been covered, but since I can't get a hold of anyone at PayPal, since PayPal forces a seller to provided returns/refunds for 6 full months, how can PayPal not be responsible for providing transaction fee refund for that same period of time?
I had a buyer find and issue with an item after having it delivered for 5 months and 2 weeks - they opened a dispute about the item. I had no problem refunding them - as they provided evidence that the item was likely damaged during shipping.
However, since it has been so long - I can't get any recourse with UPS for insurance, and PayPal also didn't refund my fee. This seems pretty crooked to me. Does anyone have a PayPal corporate e-mail address where complaints can be sent?
If PayPal is going to allow this, they need to be on the hook for some of it too.

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.

Sure I am aware - but they used to refund it. They also didn't require sellers to take returns for six months. Somewhere along the line, PayPal has become anti-consumer/seller, so if anyone has a corporate e-mail or contact they can share, so I can complain, that's what I'm looking for here.

Paypal doesn't force you to take returns for no reason.
Paypal covers a buyer for non receipt of item OR item received but not as described for up to 6 months (180 days).
If and only if the buyer wins then yes you have to give the buyer a refund.
The fee they charge you that is not returned (and changed about a year or so ago) is for the service that they have provided you of processing 2 payments for you, the initial payment and the refund.
If you want to complain against a Paypal policy or disagree with it then contact customer services or close your account.
Millions of others read any changes of policy and either accept it or stop using Paypal, your choice.

Reading through posts of users trying to get answers, you're repeatedly rude and unhelpful. I'm surprised Paypal continues to let you post in this forum. Perhaps consider a non-customer-facing activity.

Sounds like you work for the PayPal Defense Force @kernowlass, they must be glad to have you amongst their ranks.
Anyone else have a way to contact PayPal? Calling the support number gets me a worthless offshore call center, it's impossible to bypass the 'AI Wall' of the chat assistant - is there a link to a form or a contact e-mail that could be used to send some serious feedback to PayPal? Currently I am unable to find a way to route my feedback to an appropriate department.

Yes, I've been very interested to follow how the PayPal employees on this board have allowed you to disseminate information to PayPal users over the years that has been incorrect, unhelpful, and in some circumstances, has almost certainly led to them being defrauded by third parties. Good for you to get all of those "kudos" though.

Its only you a few disgruntled folks that don't like being given FACTS that accuse me of being unhelpful, the rest of the 70,000 were/are quite happy with my help.

Or I guess what you mean is you don't like those facts being pointed out to you?
Yes there are lots of ways to contact customer services but I would hate to give you all of them or direct you myself as I may be accused of defending them again. 😀
