Too high fee from receiving money - US to PH

Hi everyone. I'm supposed to receive a $500+ fund from US. This is a payment for the service I rendered. The client sent a test charge of $1.00 which is Php 53.73 in Philippine Peso. It was successful. However, I got charged Php 17.36 as fee. That's around 30%. That's too much. I can't find the terms and conditions of Paypal where that 30% came from. Can somebody help me on this? I'm very new to using Paypal in receiving money.

You pay a % + a fixed fee to receive paypal payments.
If you are sending a very low amount then the fixed fee element of the charge will make that charge very high.
For example say its 3% + 30c (its not its an example) and you sent $1 it would be 33 cents.
Whereas if you sent.... $50 it would be $1.08
So you see the low one would look like a very high fee.
