“ This transaction has been declined to comply with international regulations.”

I sent an invoice to a customer in Australia for additional shipping.  He tried to pay the invoice but got this message "This transaction has been declined to comply with international regulations."  What does this mean and how can I resolve it to get paid?

Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

I have tried everything to fix this and nothing works and it seems I'm not the only one with this issue
