Please advise what might be an issue , I'm getting an error when trying to pay on Aliexpress with my PayPal balance : This payment has been declined by your card issuer. Error code: CSC_7200015

As you haven't added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in so unfortunately we can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

I also received this message when trying to pay for an order on aliexpress.com:
"Payment Failed
This payment has been declined by your card issuer. Error code: CSC_7200015
Suggestion
Contact your card issuer for more details, or use a different card/payment method."
However, the money was deducted from my PayPal balance. Not from the card, but from the PayPal balance.
Please advise what could be the problem.
