This payment can't be completed due to regulations, transfer issues

Hello fellow members, my friend is trying to send me some money for a commission I've done, the issue that he is getting in his computer is "This payment can't be completed due to regulations" , he tried to send others money with the same method and it works perfectly fine, I used a Mastercard from myfin to open my Paypal account, and I currently live in Algeria, the amount of money transferred is roughly 40$, lmk your opinions!

I have the same issue, but I don't think the agreement you shared addresses the issue. it doesn't mention restrictions on recieving payments

Try reading section 1 because if you don't do as its says there then you won't be able to receive funds.

Thanks for your reply. The thing is my US bank account is verified a few years back and I have been receiving money until the issue surfaced last October

That's odd then, could it be that your U.S bank is a virtual/digital bank like Wise or Payonner that paypal don't support?

They may work for a while but as not supported may and often do fail.

If so maybe add a credit visa instead?
