There's 30 euros missing. How do I contact PayPal?

I sent 565 euros to a friend. PayPal only gave him 532. What happened to the rest? And how do I get PayPal to pay it out? 565 went out of my account. When I try to contact PayPal they always say try again later, no agent avaliable.

As you don't have the ''friends/family'' option available to use in your country then all payments are sent using the ''goods/services'' option.

So all payments are seen as payments for purchases or services and a fee applied.
