I cant cashin in gcash even my paypal account is already linked i received a message saying (Sorry, your cash in via Paypal cannot be processed due to a Paypal system error. Please try again after a few hours.) always.. What can i do to fix that?

Any activity can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. In this case, I would recommend you try clear cache and cookies then try again later after a couple of hours.
