Sudden risky transaction?

I have spent thousands of dollars over the years on DMM, a Japanese game website. All of a sudden, I got an issue of "We couldn't complete your payment" from PayPal. After a lengthy wait on the phone to talk to a representative, I was told that PayPal's security flagged the transaction as "risky" and they couldn't do anything to resolve it.

I'm not sure, it just baffles me that nobody at PayPal can apparently unflag the transaction.
