I can't buy a thing on steam it says the billing address is wrong although IT IS right i don't know if this is related to steam or paypal so i wanted some input on it

I am sorry to know that you're having issues while making payment and I understand this can be quite concerning. As per the information that you've shared, it is possible that the address on the platforms or on funding sources could be different or there could be minor mistakes, such as street number or name etc. I would suggest you to check the address through which you're trying to make payment to avoid any discrepancies while buying. Before you proceed to make payment, please clear check and cookies or try using different browser or device to see if that resolves. If you registered your Steam account as French instead of Italian, this is something I'd recommend reaching out to Steam about. However, if it's your PayPal account that is French instead of Italian, I'd first advise to only have a PayPal account in the country where you are currently residing. You are not allowed to create a PayPal account outside of your home country.
Once your account is properly setup, and your Steam account is also setup as you wish, you may wish to try your payment again.

If I understand correctly, it sounds like you created your Steam account with an address registered in France, even though you live in Italy. If that's the case and they will not allow you to update your address, you'd likely need to close your Steam account and create a new one that's registered in the correct country.
If you also created your PayPal account in France, you will need to close the account and create one that's registered in Italy. PayPal accounts are country-specific, and your payments would likely not go through if the account is registered in the wrong country. Please click the hyperlinks I've included for more information.
