Shorted funds received

I sent money to someone as I do every month - this month they only received some of the money I sent.  How can I address this problem?  I can't open a case because PayPal only gives a choices of fraudulent.

Instead of filing a case, contact customer service to speak with an agent requesting them to review the transaction, that the recipient said they didn’t receive the full amount you sent.
