When you send a payment through PayPal, it will be in pending status if it is sent to an email address or phone number that isn’t registered to a verified PayPal account. You can able to cancel such transactions by clicking the 'Cancel' link next to it. If the payment is completed, it means the email address is registered to verified PayPal account and the money is already in receiver's account.
