How does the receiving person with no paypal account claim money sent?

When you send a payment through PayPal, it will be in pending status if it is sent to an email address or phone number that isn’t registered to a verified PayPal account. You can able to cancel such transactions by clicking the 'Cancel' link next to it. You can refer this article for more information on cancelling the pending or unclaimed transactions in PayPal : Why is the payment I sent pending or unclaimed? Can I cancel it? If the payment is completed, it means the email address is registered to verified PayPal account and the money is already in receiver's account. The receiving person would get an email to say that they have received funds and need to claim them by opening a paypal account to receive the funds.
Advice is voluntary.
