not able to send money from my balance to someone else in my contacts, keeps coming up with sorry not able to send money can someone help?

Difficult to advise with so little information supplied, you haven't even said which country you are in.

So countries / currencies / transaction type / new account / send funds before / funds cleared or pending etc etc.
