Sender accidentally did not use Personal Transaction to send me money.

Long time Paypal user here. I had a friend lend me $2000 and offered to send it to me via PP. She apparently didn't use the "Personal Transaction" protocol and consequently I was charged almost $60 to receive the funds (she could have easily mailed a check). I contacted PP customer support and appealed but to no avail. HOWEVER I was advised that if I return the funds that the charge would be removed. I did that shortly after the phone call and I see that while PP pulled $2000 out of my associated bank account, my PP account is still showing $1940 and change. Is there any other way to appeal this charge?

Whoever said to you that refunding the goods and services payment would refund the fee is wrong.
