Send and Receive payments

Please could someone kindly assist me I have had this problem since I have opened this account and sent numouris messages with no results. I cannot send money I have in my paypal balance to a family and friends PayPal accounts. I have gone through all the terms and conditions and all is correct for me Tobe able to do this including my country is included to send and Receive payments or monies. Please could someone help
