Seller wants payment via "Friends & Family", say that's all he has...is this true?

This guy is selling an electronic item (Pactor Modem).  He says that he only has Friends and Family with PayPal....  I thought that once you have PayPal that you can choose either Friends & Family or the "Purchasing Goods" selection which of course give you protection against scammers...

Guess he is trying to scam you as every account has the goods/services option if they are in a country that can receive paypal payments.

Its only the friends/family option that is not available in every country.
