Seller say that he not receiver money.

I buy in ebay.co.uk Item number: 176649739xxx(welder )£621.00 ....in my paypal i see transaction "4BS89886WB1849203"  negative £621,00 GBP .....in Banking Online i see negative £621,00 GBP .transaction was made 14 november 2024 .....but seller say that he not received money ......How i can check if he real received money or they it's on hold on paypal account seller ???? Thanks
