I received some money on my PayPal account but every time when I try to link my bank account which is Revolut it doesn’t work , they say that there is a problem and they can’t do it now .

Is there somewhere a provision that requites a "brick and mortar" bank ?? A valid IBAN is a valid IBAN... Revolut do have physical offices, altough they (probably) don't have teller service. They cetainly have a banking license.
