As a buyer I have been issued a refund, who pays for the refund, PayPal or the seller?

If the seller responded to the claim and you were told to return the goods for a refund then the seller would fund that refund..

If the seller did not respond to the claim and you were not told to return the goods for a refund then paypal would refund under buyer protection.

Sometimes even if a seller responds for varying reason you still don't have to return but the seller may still refund otherwise paypal will do so under their buyer protection policy.

 

So to sum it up if the seller refuses to refund you after a claim is made in your favour then paypal will refund BUT they will put the sellers paypal account into negative and he has a certain amount of time to clear that negative balance or its passed on to a debt collection service.

Did you open a dispute or was the refund just issued?

Did you escalate the dispute to a claim so paypal got involved.

Did paypal find in your favour?

What type of dispute was it?

Did the seller provide tracking?

Did the seller provide tracking?.... Yes

My question is basically who pays for my refund, the Seller? or does PayPal fund it alone and not the seller?
