Refunded right after receiving: lost $25

Hi,
I'm a small business owner. Yesterday I received a payment of £645, which I directly completely refunded (-£645).
Because it was in a different currencies, I instantly lost $25 from that refund.
(Difference from balance before transaction, and after refund).

I feet totally stolen from PayPal 😞
Is there anything that I can do?

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.
