the refund was due on 26th of December, the transaction says that its already refunded to my bank account, I didn't get a refund to the bank account yet, I've talked to the bank, they said that the payment is still hold, I tried talking to live chat, but the feature is not available in my country

If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).

I am also having this problem. The transaction is showing on Paypal as complete but the refund has not reached my card account. The chat and phone links are no help and I cannot find a way to speak to a real person. Can anybody help with this??

Yes I have read the article.
It didn't help me understand how of 3 refunds occurring on the same day, 2 appeared in my card account within 4 days, while the 3rd has not been received, nor is it in pending. The help available by phone or chat is completely unhelpful, and I was merely asking the community whether it is possible to speak to an actual person as it is with most of the organisations I deal with.

Just because 2 payments processed promptly does not mean the 3rd will do it in the same time.
As you said its not on hold or pending then I guess that means its completed in which case paypal have passed it on to your card issuer and its up to them as to how long they take to process it back to your account.
