In Order to complete a refund need I have the amount on my PayPal balance or if I have on my bank account I can complete the refund?

Yes, PayPal typically refunds from your PayPal balance first, if available. Otherwise, PayPal charges your bank account to issue refund. Refunds sent from bank account takes a few days to complete.
