Refund transaction visible on paypal, no money refunded

Steam refund transaction visible on paypal, no money is in the paypal balance nor is there any transactions on my debit card history. It's been over a month. Resolution center always gives an error tried both on chrome and firefox. Can't ever contact live service as is says it's not within working hours..
I'm missing 16 euros for over a month now....

I understand your concern regarding the refund. All refunds will be sent back to the payment method of your original payment. If you've used your card to complete the transaction then your refund will go to the same card. It may take up to 30 days for the refund amount to appear on your account. Since it's been over a month, please reach out to our customer support team through the available contact options on our website as this is the only option to resolve your issue.
