Refund option missing

Hi,
The other day I received a payment from a seller based in the UK for a CD I sold on Discogs, which is a legit platform for buying and selling music and where I've been buying and selling using Paypal for 10+ years. I'm based in Hungary. Since the postage fee ended up being less than what the seller paid, I want to issue a partial refund. However, there's no option to issue a refund. I've issued partial refunds a number of times for the same reason over the years, and never had any issues. This time, however, the refund option is simply missing. I've logged in both on my iPad and my laptop, so it can't be a device-specific issue.
I know I could send the seller the money via a new transaction, but a) as far as I know, that would cost me or him fees that wouldn't have to be paid in the case of a partial refund, and b) since I'll likely have to issue partial refunds in the future too, it'd be good to find the solution now.
Any thoughts?
