Refund not reflecting in my bank

Hi PayPal Community I made a payment from India to my seller in Japan. The payment got debited from my bank. However the seller got a message that the payment is cancelled or refunded. I can see the refund amount on the dashboard however it's been over 4 days and this amount is not refunded by PayPal to my bank. Has anyone experienced this, especially in India? I've tried writing to PayPal but they come back with an automated response pointing me to read their FAQ. Can't believe they are not resolving or answering my questions. Pls someone can guide me how I can contact PayPal team in India?
