Refund not coming through what do I do?

So I bought a item PayPal pay in 4 about a month ago. Shortly after they messaged me saying they can't ship it and will be refunding. Then a bit later PayPal sent me a email saying the refund failed or whatever it took too long and I need to contact them again so I did and they said they'd refund it and still nothing. I tried to dispute but it says cannot despute this type of transaction. On it it says cancelled but there's no money. I got to the chatbot thing and when I ask for status on the refund and it types forever. I have another payment tomorrow. I'm expected to pay for an item I'm not getting with no way to contact PayPal? What is this, it's supposed to be good protection but I'm completely **bleep** here.

If the transaction was cancelled then normally any refunds automatically go back to your funding source you used to fund the first payment.
May take a few days to do so and if it was from a card then allow a week or so.
You can't open a dispute on a cancelled transaction. Also see if the funds go out tomorrow, I doubt it if the transaction has been cancelled.
Advice is voluntary.

I'm sorry to hear of the frustrating experience you've had with a refund and with trying to find a way to contact PayPal. You can find contact options in this Help Center article. You should be able to navigate the automated system to speak with a representative if the chat bot is unable to help.
