Refund is not what I've been sent. The refund is much less than the original amount.

Hello,
I hope someone can shine a light on this.
I sent EUR 8.97 to my bank account. But due to some issues with the bank, this wasn't accepted.
The bank refunded this so it went back to PayPal but I've only received EUR 5.97.
The bank tells me that they refunded the full amount. Did PayPal take EUR 3 in fees for this transaction? And if so, why do they do this for a refund?
That's quite a lot on such small amount.
