Signed up for an event and paid fee via PayPal. Event is canceled and seller issued a refund. PayPal charged me a fee for the refund. How does that work?

If you were charged a fee then the seller did not use the 'refund' option but the 'send money' option and so paypal saw you as a seller and charged you a fee.
Advice is voluntary.

Yes, exactly what happened. Finally able to speak with a person in customer service and they were able to track down both that transaction and the original. Lazy seller just sending the money versus refunding. Thanks for confirming!
