Refund complete but not seen for countries that cant receive money #onlysend

Hello I need help, I am in Tanzania and my country I can’t receive payment with PayPal but I can only send So I sent money to an email that is not registered with PayPal and immediately cancelled the transaction, few hours later the refund status showed REFUND COMPLETED and I can see it shows the whole amount 1700 USD but it hasn't shown in my Visa Card And am stuck I don’t know if it will come back even if my country doesn’t support receiving money or it will after a couple of days or weeks Anyone to help with info or guidance on how to go about this

You can't receive payments in your country but of course you can receive 'refunds' or 'cancelled payments'.

Allow a few days for the cancelled payment to process to paypal and  then back to your card as it was cancelled.
